Just an update. No luck with the allergist finding or suggesting anything. Genetics test still waiting to discuss, but it looks like there may be something there. Yes, the more you wear them and notice no one cares, the better it gets. I like my tan lines, so that's the mentality I have; no problem wearing them to the beach, by the pool, or in the yard to get a tan.

I think shaving my legs looks much better with my suits. Unless you are prone to skin irritation from shaving, go for it. It will grow back, unfortunately.
