Here in the US its kinda hopeless. At the aquatic center where I swim not even the guards wear speedos. Their boardshorts are so heavy I don't think they could swim. Maybe they fish people out of the pool with that pole with the hook on it. and this is a pool complex that has national meets sometimes.
